Windows 10, multi Monitor, maximized window blank/empty space on top of screen

This problem happens with all windows when maximized. 

When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.

Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.

Same annoying issue here on Windows 10 x64 1803 with all updates until now!

The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.

My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.

The issue just happend recently sind a few weeks.

I have found an workaround which helps at least for me:

 * Open Task Manager

 * Goto Tab Details

 * select dwm.exe and click "Kill Proccess"

dwm.exe will be closed and restarted automatically from windows and issue is gone.

Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.

    Thanks for the workaround, will try next time.

    Have upgraded my maschine from 3gen i7 + AMD 5450 to i7-9700k with integrated graphics.

    SAME ISSUE!

    I have a user with a Surface Pro 4 and Surface Dock Model 1661 (firmware version 77269360 or 77177200 depending on Component10 or Component20).  The user has two DisplayPort monitors connected to the surface dock along with audio, network, and a microsoft USB mouse/keyboard dongle.  Windows 10 is 1803.  

    I was not able to find a solution to this problem but I was able to mitigate... at least for the current session.  I had the user right click on the desktop and open display settings.  We then changed the percentage under "Change the size of text, apps, and other items" from its current percentage.  For example, we changed it from 125% to 150%.  After closing display settings the top of maximized windows was back.  I changed back to 125% in display settings and the top of maximized windows were functioning.  The user was not able to disconnect and reconnect from the dock due to time constraints on her work.  I asked for an update when she did.  

    Hope this helps someone.
