Windows 10, multi Monitor, maximized window blank/empty space on top of screen

This problem happens with all windows when maximized. 

When the window is maximized there is a bar at the top of the screen through which i can see my desktop. Its like that range that the window can maximize has been shortened.

We did install all the latest and greatest patch that are available of today and nothing seems to work.

In that Reddit thread, there is a suggestion that worked for me.

Right click desktop, go to Intel HD Graphics settings. Select Display and then choose the option Scale Full Screen. Make sure the option Override Application Settings has the checkbox marked.

Same annoying issue here on Windows 10 x64 1803 with all updates until now!

The issue appears on several apps (chrome, IE, eagle, ...) so it does'nt depends on the app.

My setup is: 2x HDMI/DVI 24" Monitors on an Radeon HD 5450. Internal Intel GPU is not used.

The issue just happend recently sind a few weeks.

I have found an workaround which helps at least for me:

 * Open Task Manager

 * Goto Tab Details

 * select dwm.exe and click "Kill Proccess"

dwm.exe will be closed and restarted automatically from windows and issue is gone.

Yeah i'll know, its a rather annoying workaround but the quickest for me until a real solution pops up.

    I just had this issue today. I was using chrome just fine hours earlier. Went to sleep, woke up, turned on my laptop and boom, suddenly Chrome is broken with  white screen and black search bar. There was a small glitch once where the shortcuts tabbed appeared for a fraction of a second and then it was gone.

    I tried other browsers: Microsoft Edge and Mozilla Firefox. All are doing just fine except chrome. As if the browser was blocked by a white and black sheet and the real tab was behind it. Anyway, I noticed a lot of people are having the same issue as me, and some even dating back to 2018. I don't know what is causing this since everything is upto date and everything else is working just fine.

    I tried all the solution posted here, but none of them seemed to work for me. Tried to uninstall chrome, clean cache etc., reinstall it, but the same issue is there. I only had this issue now when I woke up. Has someone found out what is causing this problem or will it ever go away?

    I have 5 customers with terminal servers and local workstations with the same problem.

    What is currently helping (tested for a week):

    REGISTRY EDITOR:

    Computer\HKEY_CURRENT_USER\Control Panel\Desktop

    Win8DpiScaling from 0 to 1 (Dec)

    This option was shipped with the 1803 update ...

    My customers have not had the error so far.

    Maybe it will help you too?!

    Switches that have not helped so far:

    Software\Microsoft\Avalon.Graphics

    DisableHWAcceleration from 0 to 1

    Switching off the hardware acceleration in the office system, browsers etc. did not help either.

    I have the same issue. I've seen the issue occur in chrome, but have not tried other browsers. Also have seen the issue occur in Adobe reader, and Microsoft office, but that is more rare.

    I have three monitors. The issue only occurs on the primary monitor i.e. moving the same app/window to another monitor and maximizing doesnt cause the issue to occur. I can also use WINDOWS+down key to un-maximize the window and the issue goes away until i maximize it again on the primary monitor. Killing the DWM.exe process works (at least temporarily), as well as rebooting (usually), but sometimes, rebooting doesnt work. 

    I have a dedicated GPU (GTX 1070), so no intel graphics option for me. 

    I am using Win 10 1909 build 18363.959
