I had this issue since sometime in the fall, and I just solved it this morning. I had tried almost everything in this help thread and others online, but nothing worked. Two things seemed to solve the issue for me.
- Disable allowing Cortana to respond to "Hey Cortana" and disabling Cortana when my device is locked. These options can both be found in Settings -> Cortana -> Talk to Cortana
- Under Settings -> Personalization -> Lock Screen, either choose an option that is not "Slideshow" for the Background, or make sure that the option "When my PC is inactive, show lock screen instead of turning off
the screen" is set to "Off" in the "Advanced slideshow settings" section. I actually just ended up changing the Background option to Windows Spotlight, so that might also be a solution.
I'm not sure if all of these things together fixed the problem or just one of them, but now that my PC is back to sleeping normally, I'm going to leave everything as it is. With regard to #1, I guess this isn't a great option for Cortana users, but perhaps
the Cortana process is part of what is preventing the PC from sleeping?
