Windows 10 re-opens all programs after shutdown / restart?

Shutting down my computer should turn off all programs running and only restart programs set up to be restarted.  Having programs not set up to be restarted turning themselves back on makes me question if my computer shut down properly in the first place.  This is the best idea since Windows 10's active hours.  While on this subject, when is the Windows active hours flaw going to be fixed?

Dear Microsoft, next time someone has a horrible idea like active hours or turning every program I ran back on, do not listen.

If this incompetents continues, I will go back to Linux.

Its 2019 and i have the exact same problem. its such a hassle, if i wanted my computer to restore all the programs i had open id use sleep mode because thats you know, thats whats it for.

I HATE that i have to waste time closing down every program, including background programs in order to have my computer restart efficiently.

are you the devil? opening a computer and having 20 apps boot up that you don't need is such a pain. Similarly, having to manually turn off all the apps after doing a workload is a huge pain.

This is redic.  You're forcing this on Corporate wide devices and have no way of allowing Administrators to turn this off in Group Policy? Rethink your answer before you respond since every single response I have read on both these pages have been deflecting from the resolution - grant the option to turn this off.
