Windows 10 Cumulative Update KB4054517 fails to install error 0x80070643

We just got our "second Tuesday" updates (12/12/2017) on our W10 machine running V1709.

The cumulative update KB4054517 failed with an error code of 0x80070643.

The only thing we've discovered so far is that this machine will not display our other 3 PC's on the network when we select "Network" in File Explorer.  But all three other PC's can "see" and access this PC no problem.  And we ran a batch backup job on the affected PC and it was able to copy files from all three other PC's.  So it's just a display problem in File Explorer -> Network.  

We've run Windows Update Troubleshooter and told it to Apply Fixes whenever it prompted us, and it DID report that it found and fixed three issues:

Potential Windows Update Database Error - Fixed

Windows Update Component Must Be Repaired - Fixed

Check for pending updates - Fixed

After exiting the Troubleshooter, we clicked on "Check for Updates" again and it said "Your device is up to date". 

We noticed that the build number after the "failed" update had changed to 16299.125.  So the system thinks it DID install something newer than it had before, but Windows Update thinks the cumulative patch failed to install.

BTW, the other "Second Tuesday" patches (Adobe Flash KB4053577 and Windows Malicious Software Removal Tool KB890830) both installed OK.

    Yes, and it shows as Windows 7 Backup. I am not opposing that, I just would have figured that by now, they would have refined it, and made it part of the Metro Style Settings, rather than in the control panel.

    Further that it is horribly slow, and I once tried to restore with it, from the recovery media, and it failed. No errors were given to the backup either. 

    Compared to other free products, it is a horrible piece of software. I would not place ANY faith in it.

    would resetting the pc help? also had an issue while resetting a while ago that is the drivers would seem to cease working and the keyboard and mouse also not functioning

    Supposedly, `EVERYTHING' will be fixed with the February 13, 2018 updates.

    Note: Be prepared for anything !

    I'd the same issue on my 2 PCs. But today I solved the issue.

    (1) I've created a bootable Windows 10 USB disk via Rufus

    (2) I've downloaded KB4054517 offline installer (windows10.0-kb4054517-x64) from MS Update Catalog (Here is the link: https://www.catalog.update.microsoft.com/Search.aspx?q=kb4054517)

    (3) I've installed Windows 10 1709 via booting from USB.

    (4) During install I've not connected to net. (No internet!) (So you need to create local account during install)

    (5) After Windows 10 opened, I've installed KB4054517 Update via running windows10.0-kb4054517-x64.exe. This installed the update without any problem!

    (6) Then I've connected to internet and run Windows Update. Now all updates installed and there is no issue on Windows 10 1709 Cumulative Update 12!
