Host process for windows tasks is using the webcam

Since the update to 1709 I keep getting every few hours “Host process for windows tasks is using the webcam”.

Is this safe and normal?

I have the HP Envy running windows 10 pro.

Hi all... Update

I have Kaspersky internet security and it's that is displaying the report so If you have Kaspersky internet security that telling you the web cam is been used so this is what I did: -

Go to windows settings… Privacy… Camera…  then I turned off “Let apps use my camera hardware” and up to now it’s never reported web cam been used up to now after about 10 hours.

    I have come to the conclusion that whether it is microsoft or apple let alone the websites such as facebook or twitter etc. we are being monitored in one way or another.Whilst I have nothing to hide I do however resent this invasion of privacy. I have downloaded Ubuntu and am getting used to using it. Whilst it is not as intuitive to use as windows it is never the less a practical alternative and totally free. As time goes on I can see that most software providers will charge annual fees ( note the absence of DVD drives in most new laptops  --  everything has to be downloaded  --  thin end of wedge? ) More and more people are voting with their " wallet" and switching to open source software. Microsoft don't seem to listen to their client base  --  whether it is just arrogance or profit driven  --  I don't know.Either way the future for me will be open source software. It is worth the effort to learn Ubuntu as unlike microsoft they don't keep changing everything  --  you don't have to keep learning new systems.  If Microsoft made cars you'd have to learn to drive again every time you changed your car!

    That is the first thing to do, right. But I had the same problem even when all privacy settings for the camera were turned off.

    Kaspersky Internet Security notified me and gave the chance to explicit "deny access to camera"

    when I scrolled the arrow, that was displayed, down. Since then no notification at all.

    So far so good.

    Also Kapersky (along with other programs) is controversial . It is not just the U.S. and Microsoft who spies .

    Many of your programs use telemetry to send info to their servers. Go through settings of the programs to untick those settings and send only Basic information to Microsoft. Every antivirus or malware programs use it.

    So you decide and disable or change to basic  what you can in each program that is sending information. In Malwarebytes and windows 10 I opted to send only basic information instead of full.

    The question to me is whether or not this Kaspersky notification can be safely ignored. In my case, I concluded that the notification pops up due to the Windows task called "\Microsoft\Windows\DeviceDirectoryClient\RegisterUserDevice". Each time that task runs, Kaspersky pops up the notification about webcam usage.

    Now I'm not sure if I can ignore this then.
