I'm trying to activate Whiteboard app in Teams, but I do not see it in Manage Apps. I've checked the set that it's active in Service and add-ins. All documentation says 'Its so easy'. Am I missing something?

I was same problem but i can find different working concept between instant video meeting and scheduled video meeting
1) Instant video meeting : The whiteboard menu couldn't see during video meeting
2) scheduled(reserved) meeting : The whiteboard menu shown by default during video meeting
i recommend to you do that create video meeting on the calendar menu and try to join it.
i believe that you can see the whiteboard menu
it's very strange policy... i didn't imagine how it happens differently... even all of layout, Menu and UI, button was same look&feel..

When I try to add a whiteboard to the Teams meeting, it now redirects me to the White board App, and I can choose to present to a meeting that I am in from the Whiteboard App (upper-right corner). I guess this is nice because I can set-up and reuse whiteboards across meetings without having to wait for the meeting invite to be set-up. This is a clunky set-up though and requires the presenter to toggle some screens.
