Windows 10 - Shutdown, but user stays logged in

When I shutdown Windows 10, (latest version, fully patched up to date 25-Oct-2017), I find that it shuts down without issue. However, when the PC is restarted, the last logged in user (who initiated the shut down) is still logged in. 

I noticed this when I shutdown as User 1, then restarted the PC and logged in as User 2. When viewing the 'profiles' button at the top of the Start Menu, (which shows your user picture), it showed me that User 1 was still logged in. Furthermore, when I went to shut the computer down as User 2, it warned me that other users were logged in to this computer. I had to log out as User 2 and login as User 1 to shut down the computer. 

The only way around this is to log out and then shut the PC down from the main login screen. All my users have complex passwords assigned and in all other aspects Windows 10 appears to be working correctly. 

I assume this is a feature, but is there a switch or a registry hack that allows the shut down process to log off the current user, like Windows 7 used to?

Please can someone advise?

    I completely agree!

    A lot of these new features may 'help' a few or even many users, but often result in severe collateral damage in some cases.

    The fact that they are turned on by default and more pertinently the inability to turn them off is greatly increasing my frustration with an OS that is becoming bloated, inept and out of touch with its users.  It's becoming more and more about serving Microsoft's needs instead of serving the users' needs.

    Moreover, there are so many niggling issues in Windows 10 that really deserve some real  attention and that are not addressed at all it's becoming a joke:

    • latency in explorer (even with SSD's).
    • unwanted 'features' in explorer that cannot be removed (OneDrive, quickAcces).
    • confusing explorer 'library concept' in 2-3 flavors ...
    • icons that keep moving around.
    • poor support for multiple displays and high density displays.
    • confusing settings UI (keep clicking and the old control panel may even popup again ....)
    • privacy issues, unwanted telemetry,
    • forced update issues resulting in bricked PC's (the last shop I went to was using pen and paper because their PC was doing a forced update even after having refused the update)
    • glitches in the taskbar (mine becomes transparent when a display goes to sleep)
    • and on and on ...

    Ah well, end rant ....

    I sympathize. But have you tried "Shutdown /S" It must be run as Administrator, & puts up this alert...

    In about a minute looks like a full shutdown will occur. If you create a shortcut for it (instead of a .bat), it can be made to "Run as administrator" without a right-click, as in this a shortcut to Autoruns...

    Configuration settings may be the possible reason why you're computer shutdowns when your application also closes. To assist you better, kindly answer the following questions:

    • Have you made any recent changes prior to this issue?
    • Does this happen with Chrome application only or with other application also?
    • Have you tried the suggestion shared by PCR Just PCR?

    I have experienced this twice.  Each time Google Chrome was open on the desktop and executing Shutdown from start menu closed everything, else.  If Chrome is shutdown, then my PC (Windows 10) also shuts down.

    Apologies for the delay in replying, been busy.

    • Have really only noticed it in the last month or so. Since the Creators Update.
    • Doesn't matter which User ID I use, same thing. Whoever was the last logged in User when doing a Shutdown or a Restart is logged in when the PC is restarted.
