I'm using Windows 10 x64 Home on an HP laptop - Suddenly, I can no longer download photos from my SD card using the port on my laptop and my Photoshop Elements 15 - I get the following messages:
Unauthorized changes blocked
Controlled Folder Access blocked C:...\PhotoDownloader...from making changes to the folder %userprofil...$test$
Or:
Unauthorized changes blocked
Controlled Folder Access blocked C:...\PhotoshopElement...from making changes to the folder %userprofile%\Documents
I want to use Photoshop in order to rename each photo as I download and I'm afraid this is completely blocking my use of Photoshop at all
I'm not computer literate so any help you can give needs to be in detailed, step by step format.

Found a better way than "totally turning off 'Controlled folder access'"
Drop down one more feature to: EXCLUSIONS
ADD one and it will open "Windows Explorer"
Locate " VLC.exe
clik on it
And it will EXCLUDE ONLY "VLC "AND NOT everything on your PC.

You are close but there is more for those NOT Windows Sys Admin.
I did what you said but v1709 is not quite like that.
Here is how I got it finally to work:
enter "Windows Defender Security Center" into the MENU SEARCH BAR ( Windows Defender Security Center ) is hard to find and this was the easiest.
search will find "Windows Defender Security Center".
clik it
It will open the "Windows Defender Security Center " window.
clik " Virus and Threat Protection"
another window will open.
THEN scroll down to "Virus & threat protection settings"
clik
another window will open.
Go to bottom and find: "Controlled Folder Access"
TURN OFF
WILL NOT TAKE EFFECT UNTIL YOU REBOOT
and I then set "VLC" to a default again.

i mainly use my pc what is window 10 for gaming and it says that whenever my computer restarts randomly when i play like mass effect Andromeda or battlefront1 or 2 or any games what just came out few years back by turning it off it basically don't blocks anything i am perfectly fine with that because i don't do anything but check facebook or my primary gaming email or game on steam or origin or etc
