Keep getting this error message when I go to sites that used to work to pay my bills.

Can’t connect securely to this page<br><br>This might be because the site uses outdated or unsafe TLS security settings.     My problems started when I had to reset my laptop.  When I click on a link in an email I get the message about TLS settings being wrong and to fix them in Internet Explorer.  One of the things that disappeared during the reset was Internet Explorer.  When I try to install it it tells me it can't do that on a 64 bit machine. I have no clue what to try.

    I'm using Edge and can't find anything like what is shown.  I see that I also don't have the option to change my default browser to Google.  Only Bing is shown in  Advanced settings and no ability to add a different one.  My main problem is getting the message others are when I try to go to a link from an email.

    I had to reset my laptop and now if I try to use a link in an email to go to the internet I get this same message.  How/where do I reset tls security settings?

    So how do you fix the problem of the TLS -

    I am no way a computer whiz but I do not see a solution listed here?
