My setting for the Lock Screen was "Picture". I've tried to change it to "Windows Spotlight" but after several seconds this setting is automatically re-set to "Picture" back? Does this funcionality works?

I am having this same issue. I can get it to work by messing around deleting settings.dat file flipping back and forth but the problem is it does not work for new accounts on an imaged computer. You have to mess around with it.
I would love for spotlight to be working on my sysprep imaged so all users get it.
Sorry to hear that. Wonder if this might be something that is more prominent with the last major Creators update and as a result might be addressed in a future update? Not sure I want to attempt a fresh reinstall from scratch just for this particular feature even though it's a great feature to have.
Did you ever find a solution to this problem? After allowing Windows to take its natural course and update to the latest Fall Creators Update, I immediately noticed my Windows Spotlight seems to be exhibiting the same behavior. I have Windows Spotlight
as an option, however I have a static picture, no change of background images at all. I'm current on: Windows Version 1709 OS Build 16299.64
Unfortunatelly still does not work...
i solved this problem using Microsoft Media Creation Tool In-Place Upgrade.
1/ Follow this link:

and get part 6 "To do a repair install of Windows 10 with Media Creation Tool"
- Remember to choose "Keep personal files and apps" to keep your files and apps.
Login - change lock screen to windows spotlight - press Windows + L. It worked for me.
2/ If it still doesn't work, you should go 1 step further.
Reset and re-register Windows Spotlight follow this link:

No need to delete item in "Assets" folder, just delete the "Settings". Restart your PC.

First part: I've tried to use DISM with fresh copy windows.iso for reapir - nothing found. I do not believe options like "refresh windows" or "repair windows" because there's usually warning about deletion drivers and/or apps and I do not want to risk failed system. I'll try it during free days to have time to do installation from scratch :-)
Second part: re-registering done with no observable results . Does not work either...
