Windows 10 Spotlight - Strange behavior after Fall Creators Update

but technically in my case there are no settings. There is no Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy folder; even if i register Windows Spotlight through powershell.

So, my case is a lot more complicated than what most people experience. If you carefully ready my email, you will understand how my spotlight behaves

For me on my desktop computer it always works fine. because the computer is always turned on and I always Lock it when I am not near.

But on my laptop which I take everywhere and it is turned off all the time.  randomly the spotlight just get screwed again and again.   it can turn on the first time and work fine, but after restart it won't.

It can stop working also on the first turn on.

I bet it is a bug which undetectable yet. or some setting causing it.  no matter if you sign online microsoft account or local it still happens.   what happens while the computer is turned off and when you turn it on could maybe happen while you restart. I can't figure what is causing it.

For now the only FASTEST fix I found is to delete the Settings file in the Assets folder . the switch to Wallpaper  then back to Spotlight.   Cancel the show wallpaper on sign  .   LOCK the computer . then turn on show wallpaper on Lock .    it should work after couple of times if not try to restart.     but the Settings file always fix it when you do that and LOCK the screen after some changes like I said above in some specific order or randomly.   I fixed it all the times like this.

I am on a Win 10 x64 Enterprise Version 1709 OS Build 16299.125 under my work's domain

A couple of weird things that i didn't see anyone else mentioning and i will like to stress out:

1. when i select "Windows Spotlight" the first picture on the "choose your picture" goes black, and then a picture appears. However, when i click anywhere else (e.g. Background option or Colors option) and then go back to Lock Screen option, the "Background" setting goes back to Picture. It does NOT hold the "Windows Spotlight" setting no matter what. Same thing happens if i select "Get fun facts, tips, and more..." Whether i turn it on with Windows Spotlight or with just Picture setting, it always goes off. Also, when i click on the "Lock Screen" settings, the options under "Get fun facts, tips, and more..." don't show. A spinning wheel shows (as if these settings are "pulled" from somewhere) and after one second the options appear.
2. The folder Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy did not exist under my domain account. Even after resetting Windows Spotlight, and getting NO ERRORS, it does not appear. 
3. I tried resetting Windows Spotlight via a local administrator account (non-domain), same as the above; Windows Spotlight setting WONT hold. however, the admin account has a folder named Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy
4. I tried copying the folder from my local admin account to my domain account; no luck either
5. Rest of my company's computers run Windows Spotlight normally, so there is no GPO that restricts Windows Spotlight

As i said, i have tried EVERYTHING. From running the bat file at tenforum, to dsim commands to privacy settings to deleting folders/settings to scanning my computer for errors. Literally EVERYTHING.

I would really appreciate if someone has any other clues/ideas of what can be causing this.

What helps to get a new picture and not the default mountain/backpack one, is to do a disk cleanup (probably the clearing temp files) before clearing ContentDeliveryManager.

I'm still not getting "Like What You See" option though.

The answer is simple, once you know it!

(Win10 Pro / 1709 /16299.192)  Settings > Privacy > Background Apps: Edge & Settings must be set to ON. 

Completely delete: Microsoft.Windows.ContentDeliveryManager (must have permission - easy way TakeOwnerShip Pro App) > restore (using PowerShell Admin. approach) Microsoft.Windows.ContentDeliveryManager (no errors) > turn ON Edge & Settings > click Win Key + L > *Spotlight.*Now, it's not perfect: Options (Like What You See, etc.) don't appear on the login Spotlight but do appear when the Win Key+L is used to view *Spotlight.*Disclaimer: This worked for me...but...every user setup is different.  Question: Has the LockScreen > Creative registry key been removed from the 1709 / 16299.192 version?   If so, does anyone know why?

Update: all aspects for Spotlight have returned: "Like What You See", Preview, etc. all work....  The 'Creative' registry key was removed, rendered unnecessary, with the upgrade to 1709...that's why mine was empty.
