It’s not an 1809 issue. The problem has been around for years. There’s something wrong with the Microsoft bluetooth drivers for this controller. If you override the drivers using Steam’s controller support and still connect with Bluetooth the problem goes away.
Xbox One S controller causing major performance problems in many games when connected via bluetooth. Need dev attention. Widespread, many examples within.
When connecting the Xbox One S controller via bluetooth, many games suffer performance problems.
This is remedied by plugging it in via usb.
Firmware updates so far have not remedied the problem.
Just a brief anecdotal example before I demonstrate the scope of this problem
Just Cause 3's menu screen is locked to 30fps.
With KB+M: 30fps
XBone S via bluetooth: 22fps
XBone S via usb: 30fps
Now, this issue has come up in many forums over across the internet.

How do we get some dev attention on this issue? It's widespread and affects many games, and seems to be a driver issue.
I've tried updating from the current live release to the most recent insider build, as well as buying a high end bluetooth adapter. The issue persists, and clearly has nothing to do with me, my config, or anything we as users can do.
I've taken a fresh format, installed Trials Fusion(this game is particularly bad, unplayable over bluetooth0, and could immediately see the issue in play.
I've even swapped GPUs, from AMD to nVidia (not in an attempt to fix this, but it rules out display driver related issues)

2018-04-24T23:51:13+00:00 I am having the same issue and I have tried many different computers, Bluetooth cards, and antennas.
This appears to be a well documented and common problem with Microsoft's Xbox One S controller via Bluetooth. Because the controllers cannot be used reliably via Bluetooth (despite Microsoft advertising Bluetooth as a viable connection method) they are broken or Microsoft is pushing false advertising.
I am very disappointed that no Microsoft representative has entered this discussion when it is so clearly popular with over 3400 views and many comments.
Furthermore, Microsoft has little incentive to fix this problem because it forces consumers to spend more money and purchase Microsoft's wireless controller adapter.

2017-10-23T01:07:57+00:00 I'm having the exact same issues. I didn't realize it was specifically tied to the blutooth function though until I read your post and tested it for myself and you're absolutely right. The FPS only drops down to under 30 when it's connected via blutooth wirelessly, but when I plug it in manually it runs fine at 60fps. The game I tested on was Kingdoms of Amalur: Reckoning.
I'm using an Alienware 13
Windows 10 pro version 1709
Build 16299.19
Everything is updated etc.
