I am having an almost identical issue as Royce911. I have done every apart from a fresh install of windows, which is not reasonable for me to do. I know for a fact that the problem must be affecting different manufactures as I built my own PC. I have not experienced any other problems with my computer. I have also installed other apps before and since without any issues.
The fact that it appears to be attempting to download twice appears to be a specific issue with this game on the windows store. I am running the insider preview build, so perhaps that might be the issue, but don't pretend that after a couple diagnostic steps that amount to different ways to clear a cache the only option that remains is hardware related. So please elevate this higher in the windows store team because, if this issue isn't resolved, I will likely never purchase a game in the windows store again.
So, you could say that I visited my device manufacturer and he was shocked that Microsoft would attempt to blame hardware before making sure that there wasn't an issue with the Windows Store causing persistent and repeatable issues that could affect many users.
