Windows 10 apps won't open fully on first try - have to close and reopen for them to work

Windows Apps such as the Windows Store, Calculator app, Skype app, and Mail app usually do not open fully on the first try. The app window will show up, but the functions are not available. I will only see the logo of the app in the center of the solid theme color.

However, if I close the window and reopen the app, it will work fine.

Does anyone know how to fix this so that an app will open normally the first time?

(I have attached a picture of the Calculator app to demonstrate the problem.)

    I am also experiencing this problem. Windows 10 Home 1709 Build 16299.248.

    One specific case that I found odd is when starting the Films & TV app by opening a video file I sometimes run into this bug, giving me the useless coloured logo screen, but sound will still play.

    Also, trying to follow the feedback link here and the app told me something like it didn't exist or I couldn't access it. SO I made my own but haven't actually heard anything and got no indication anyone is actually paying any attention.

    I had this issue a few weeks back with my brand new HP laptop. I updated Windows to:

    Windows 10 Home

    Version 1709 (OS build 16299.125) 

    and works fine now on first attempt to open.

    I'm having the exact same problems on a brand new Dell Latitude 5480 with:

    Windows 10 Enterprise

    Version 10.0.16299 Build 16299

    Windows and Dell drivers/firmware are 100% up to date.

    I have the same issues(Windows Apps do not fully open on first try after a period of non use-They work when closed and reopened). I have tried all of the suggestions in this thread to no avail.

    Windows 10 Pro

    Version 1709

    OS Build 16299.192
