Windows 10 apps won't open fully on first try - have to close and reopen for them to work

Windows Apps such as the Windows Store, Calculator app, Skype app, and Mail app usually do not open fully on the first try. The app window will show up, but the functions are not available. I will only see the logo of the app in the center of the solid theme color.

However, if I close the window and reopen the app, it will work fine.

Does anyone know how to fix this so that an app will open normally the first time?

(I have attached a picture of the Calculator app to demonstrate the problem.)

    creating the new power plan seems to have fixed the problem. uwp apps seem to be loading generally faster as well.

    for the first time ever, like two years ago, i decided not to make a custom profile. i simply adjusted it. so i made a completely new profile. it didn't work at first, after resetting the computer. but this morning 2PM PST  .. . .2.5ha and since, i have yet to have to open a uwp app a second time. the apps are also opening fast, never slow. you might have just made my day. i'll select you as the answer when i am for sure it's not going to bam break on me again anyway.

    I think you found the answer.  I did this too by fluke when i noticed my high performance was missing.

    I reset the balanced and created a high performance, and again altered my preferred sleep times and actions.

    since then, a day and a half its good!

    I also ran the battery and windows store troubleshooters as part of the process.

    I know this sounds strange, but this issue seems tied to the screen being turned off after a period of time.  I went to settings, searched for power & sleep, and set "when plugged in turn off after" to Never.  I have left my PC to sit for hours several times, and these apps are now launching as they should.  I have no idea why that would cause the issue.  

    Microsoft - can you explain how/why this would happen?
