As far as I know Version 1703, OS Build 15063.296 is the latest.

If there is a newer version, where can I find it?

Hmm this morning I went back into it and it is now not grayed out. Ok this did fix the problem completely. All I did was change it in gpedit.msc like you said and I changed it back. I even got a notification that it was off. Well I guess that solves it form me at least not sure what to do about Home though

I have just installed the Fall Update in the hope that might resolve this issue.

Unfortunately is does not.

The only change is that in addition to the options being greyed out I now also get "this setting is managed by your administrator".

Needless to say I am the administrator.
