This is the link that you want (need) as of 6/5/17, choose between the 32bit (x86) or the 64bit (x64) or just install both if you have a 64bit (x64) based system.
Hint: The 32 bit is the most commonly used for app and program development as it will run on both 32bit and 64bit PC's.

You need to install the Microsoft Visual C++ 2015 Redistributable Update 3 RC from the link supplied in the marked as answer reply to this thread, the 32bit version download and install of the data link library will be the most likely one that you will need, even if you are using a 64bit system, however, if the app that needs the file to run was developed for a 64bit OS only then you will need the 64bit version. You can install both versions on a 64bit system as a 64bit system will run both 32bit and 64bit apps and/or programs.

I will restart PC after this. I reinstalled as instructed and so far so good. I did get two downloads with the '2015' .
I installed both the '86' and the 64 bit which is my HP Windows 10. I assumed PC would tell me if that were wrong.
Thank you very much, as I think this is good.
My computer level is sort of 'layman' ++ , fairly proficient but very lacking in the hard-core technology of it all. I do my own installs. Restores. Recovery.

Thanks for such a detailed explanation. I know that there is no harm in installing both the versions of software on a 64 bit system, if the disk space is not an issue. But I personally don't think installing both versions as a good idea when a single version can do the work and I recommend others also not to do.
If anyone want to install both the versions then it's their choice, they can if they have ample of disk space available.
