High CPU and memory usage when use Flash Player and images-heavy sites in all browsers or when I download files

Hello! From long ago I have issues with high CPU and memory usage when use Flash Player and images-heavy sites or when I download files. The issues happen in Mozilla, Opera, Opera Beta and Chrome. Also when I use fractals rendering software. CPU usage becomes as high that my PC start sounding like a helicopter. Here are some sites I cannot use for that reason (digital design related):

Even if I chose an interactive theme/appearance in Opera Beta (like Star Wars) CPU usage goes wild because Flash Player .

I asked some buddies and they don't have such issues with Sumo and Silk. I checked my anti-vir and it doesn't block anything Adobe or image related. My firewall doesn't block anything too. I posted my question in Adobe Community too (because Flash Player) but still got no reply.

My graphic driver is up to date. Pagefile size is also ok, set min and max to 1.5x of the RAM.

My Hardware and Environment details:

Windows 8.1 (upgraded from Windows 8)

RAM: 4 GB (3.88 Usable)

Intel Celeron CPU G540 2.50 GHz

64-bit OS, x64-based processor

Thank you for updating on the issue.

Did you try upgrading to Windows 10 after running DISM commands successfully?

You may also create Windows 10 installation media using this link and then try to upgrade to Windows 10.

    Unfortunately I have a new problem from around a week - PC blocks and need forced restart from Power button.     Before minutes PC blocked from even opening a new tab in Mozilla. After the forced restart Opera icon from task bar was gone (I downloaded stuff there). The third open program was Winamp. Before 2-3 weeks I had unexpected WPS Office update that caused Opera button to disappear. I uninstalled WPS now, have Libre and Open office. These everyday blocking scare me much. Yesterday I lost another download in Opera because forced restart. Event Viewer doesn't show any error besides one about after the forced restart. At least this is what I see. Please, tell me if I do the check you recommended me, will it be helpful for PC blocks too? If it can solve high CPU and PC blockings I'll permorm it today.

    I remember soon I had Adobe Flash Player update, Java 8 update and installed Python 2.7.12.

    First block I remember was when I wanted to open a folder from my EHD which was asleep atm. I though it was because I was clicking too fast. Next times I was online and listened music in Winamp.

    I'm afraid that these programs that are has fake installation dates might lost in the check disk procedure.:(

    Is it possible PC to get overheated? It is All-in-One and is never cleaned inside. I have laptop cooler but is weak and far from the PC's back. I also have home fan near to it but again not to powerful.

    Disc temperature is up to 52C but CPU temperature is 55-60 when offline and 60 to even 80 when online and too high CPU.

    EDIT: check is done, no errors detected:

    Unfortunately, check disk does not create any such folder to store corrupt files.

    However, you may run it and reply with results.

    This may resolve high CPU usage issue.
