Windows Defender Offline definitions out of date

Windows 7 64 Bit.  I have been using Windows Defender Offline on a USB thumb drive (4 GB, uses less than 1 GB) for years without problem.  Last week updating Windows Defender Offline definitions to an already working USB thumb drive seemed to install correctly.  When I boot to the USB thumb drive the program boots and runs but I get the message the "definitions out of date", and it will not scan the computer.  I tried formatting USB thumb drive and then installing the whole Windows Defender Offline with definitions instead of just updating the definitions to the already working USB thumb drive.  Everything went correctly, the size of the download appeared to be correct.  I booted to the USB thumb drive and still got the message "definitions out of date".  Since the Windows Defender Offline program started offline, and was installed onto a completely formatted USB thumb drive, it must have downloaded and installed correctly but the definitions are still "out of date".  Are the definitions being updated by Microsoft or has the program been discontinued?

Not sure that matters at this point, the messages appear to be pointing to 2 unrelated failure points.

I have an update.

We have identified the problem and are working on a new Windows Defender Offline release.

    Why is it that the experts don't understand that everyone reporting a question regarding the WINDOWS 7 system problems is not a computer engineer or a computer technical person and does not explain the problems and possible solutions in a manner that people who are not experts but just want their computers to work correctly can understand????

    What is the mssstool?????

    I didn't mention anything about mssstool, not sure I am following your question.

    If you are asking what the application does, mssstool32.exe or mssstool64.exe it is the Application you download and run that generates bootable Windows Defender Offline Media.

    I found the answer for my Windows 10 Pro x64 and now all is good.

    When you have a primary virus protection such as Norton, BitDefender, or Kaspersky, then, as noted many times in this blog, you cannot by default enable or then run the update for the Windows Defender program. The answer is partially in the Settings and partially in the configuration of your Primary AV. I only tested BitDefender because the other two do not support the Preview releases of Windows 10 and my computers are on the Fast Track.

    1. Go to your primary AV and tell it to ignore "%ProgramFiles%\Windows Defender\MSASCui.exe"
    2. Go to Settings | Windows Defender and enable the function to Allow periodic scans. After this is done
    3. Go to Settings | Windows Defender | Open Windows Defender
    4. Enable
    5. Update

    All should be good for you now.
