I guess you need to be a windows insider, I will update my post with that information. I disabled it in the task scheduler for now, we will see how long that works.
Disabling Windows Compatability Telemetry
Does anybody know how to stop the Windows Compatability Telemetry (CompatTelRunner.exe) from starting? It causes extremely high disk usage which results in large performance issues.

I got "Your account does not have access to this feedback" when I tried to go to that link.
I can see other feedback items including "Email account is not syncing" which had 110,548 upvotes. Interesting, that; I had that problem too. I didn't upvote it though, because I found the fix; dump Outlook, use my Microsoft account only for the effectively required {grinds teeth}... logon account in Windows 10, and switch everything else to GMail, Google Calendar and Google Contacts.
But back to the subject at hand, I have to admit that somehow I've dodged this bullet. I made the changes recommended in Xircal and Bill Levinson's earlier posts and so far CompatTelRunner.exe has not re-reared its repulsive head.

No, it won't get scrubbed. They never do that. At first I thought it was because they're being tolerant. Then I realized they simply, absolutely, unequivocally don't care.
