can't open .exe files windows 10

It is still the same for me, I can't install any software  and .exefiles

I have installed office , but cannot cause the computer to execute downloaded files for other programs.

1. I try to run as a different user and they call to enter username and password I did as instructed many

times but all are failed, with notification : username/password is incorrect!

I recently installed a game on steam called "One Shot"

it is a fun game, but it requires me to open a .exe file

in order to continue the game

when I try to open the .exe file, I get an error message saying

" Windows cannot access the specified device, path, or file. You may not have the apropriate permissions to access the item. "

I really want to finish this game, but my parents recently installed windows 10, so I don't know if it has something to do with that or not. It would be great if you could help me!

I´m a beginner on this phone. Need to install a program for windows (snagit.exe).

after the download, touch twice ...... asks  "go to the store" if no - returns to the download. If yes - shows a game free (no need).

Not possible execute a .exe file?

1. Did you make any changes prior to this issue? no
2. Have you installed Microsoft Office in the system? was installed
