can't open .exe files windows 10

Interesting solution. Didn't work for me though.

Logon with an administrator account to finish the windows updates. Its automatic, some files on the Windows 10 Fall Creators update need an administrator account to be completed. After that, reboot your computer.

Strange reply. "... some files on the Windows 10 Fall Creators update need an administrator account to be completed", must be a new meaning for the word, "Open".  Never the less, the remark is obtuse.  The issue occurs even when initiated in an Administrator's account.

   Something else strange, After logging in to my Microsoft account and then checking my emails I sometimes get a message or a notification in my email that this issue is still not resolved and that I should check the most recent comments in "https://answers.microsoft.com/en-us/windows/forum/windows_10-performance/....etc" I click the link and I find my self on the ....answer.microsoft.com...home page and am then prompted to sign in even though I am. When I sign in again, I end up in a permanent loop that brings me back to the same page with no out except to go back to the email and click the link again. Sometimes it works the second time but not always.   

  The automated servers for answers and forums seem to have that glitch permanently for the last year.

Sorry my fault  my problem was with windows 7. I have reinstalled windows 7 and everything is ok
