This was 100% useless to me because in my windows 10 my Google Chrome does not have "Advanced Settings".

Fixing 100% disk usage in Windows 10 with Chrome and Skype running

How to fix 100% disk usage in Windows 10
This is caused by a common combination of Skype as well Google Chrome. Similar issue with other programs could also cause 100% disk usage. To fix this do the following:
Google Chrome:
In Google Chrome, go to Settings > Show Advanced Settings ... > Privacy > Prefetch resources to load pages more quickly
and untick it. See Figure-1 below:

Skype:
Make sure you have exited Skype and it is not running in the taskbar (if it is running in the taskbar then quit it).
Open Windows Explorer and open the following folder:
"C:\Program Files (x86)\Skype\Phone"
Now right click "Skype.exe" file and then click "Properties" and open the "Security" tab.
Click the "Edit" button and then highlight "ALL APPLICATION PACKAGES" and place a tick in the "Write" box.
Click "Apply" and then "OK" and then "OK" again. See Figures-2 to Figure-6 below:
This is it, now run Skype and check the Disk Usage in Task Manager and it will no longer show you 100% disk usage anymore:-
I hope this helps people. I spent a long time in finding a solution to this problem.

2017-01-12T18:24:39+00:00 You are doing things right if you can get a laptop that old to run Windows 10. I tried it on my Toshiba Vista, however, the AMD Duo Core seemed to run too hot so I went back to Vista.

2017-01-11T06:28:01+00:00 I wasn't getting 100% disc use but disc full. Turned out to be Apache error report logs. I don't know when Apache got downloaded but removing it completely gave me 67Gb disc space. . At present I have 6 tabs open without any problem.
I'm using Norton Internet Security on my laptop with Win 10 upgrade., Norton used to be terrible about 5 ~ 6yrs ago but 'they' did something a few years ago so it doesn't slow things down or hog processor so much. The laptop was originally running Vista when I first bought it (around 2008~2009) It isn't the latest greatest Intel chip with a ton of memory. (3Gb)

2017-01-11T03:39:21+00:00 The largest user is McAfee Scanner Service since I installed McAfee Live Safe. Norton, I am positive, would even be worse. I could just use Windows Defender, though, I think that either McAfee or Norton is more safe, even if it slows down the computer.
