I'm not even running Skype or Google Chrome
Fixing 100% disk usage in Windows 10 with Chrome and Skype running
How to fix 100% disk usage in Windows 10
This is caused by a common combination of Skype as well Google Chrome. Similar issue with other programs could also cause 100% disk usage. To fix this do the following:
Google Chrome:
In Google Chrome, go to Settings > Show Advanced Settings ... > Privacy > Prefetch resources to load pages more quickly
and untick it. See Figure-1 below:
Figure-1
Skype:
Make sure you have exited Skype and it is not running in the taskbar (if it is running in the taskbar then quit it).
Open Windows Explorer and open the following folder:
"C:\Program Files (x86)\Skype\Phone"
Now right click "Skype.exe" file and then click "Properties" and open the "Security" tab.
Click the "Edit" button and then highlight "ALL APPLICATION PACKAGES" and place a tick in the "Write" box.
Click "Apply" and then "OK" and then "OK" again. See Figures-2 to Figure-6 below:
This is it, now run Skype and check the Disk Usage in Task Manager and it will no longer show you 100% disk usage anymore:-
I hope this helps people. I spent a long time in finding a solution to this problem.

2016-12-13T06:27:26+00:00 I have been trying to figure this out for months. I've done SO MANY FORMATS, jumping from Windows 7 to windows 10, just trying to figure out the problem.
Today, I finally resolved the issue. It was my drivers.
On December 7th, ATI released a new sweep of GFX drivers for their GFX cards. I installed it and as soon as I rebooted, the 100% disk usage was gone!

This worked for me on both my HP Envy Recline 27 and my HP Envy dv4 both running windows 10. Thank you!
ME TOO !!! On Dec 10, I made a single change on Windows 10. I changed my login from using my Microsoft login to establishing a local login for my laptop.
The problem went completely away AND hasn't come back.

2016-12-11T04:52:12+00:00 Yes, this did the trick for my machine along with turning off all background apps in Privacy/Background Apps. Disk activity went from 90% down to 1-3%. Thought I had some sort of HW or malware problem. Thank You!
