Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    All the problems MS have had this year with 'Patch Tuesday' point to a lack of testing. Probably too busy promoting Azure :-(

    Just makes me wonder if this was Microsoft's attempt to get people frustrated and get them to move over to Windows 8... 

    Just think about that. How many millions of corporate Windows 7 desktops are there? Would it be worth all that antagonising of IT departments and home users or would it be unproductive? Does something like this cause a blizzard of calls to paid Microsoft support, and all the heartache of identifying the issue and undoing it?

    From elevated command prompt:

    wusa /uninstall /kb:3004394 /quiet /norestart

    You'll need to reboot however.

    Could someone from Microsoft, or perhaps a Forum Owner, please respond and explain how so many people are experiencing serious problems with KB3004394 ... yet Microsoft (with quarterly revenue of over $23 Billion) could not discover these problems during their testing (of course I am assuming that Microsoft tests their patches before releasing them .... perhaps my assumption is wrong).

    Microsoft:  care to comment ... given the number of people impacted by the flaws in KB3004394, and the fact that lately ... most patch Tuesdays contain patches with serious bugs ... it appears that your test procedures need some serious improvements.

    Exact same issue.

    on Win Server 2008r2

    Windows 7 Desktops (throughout the domain)

    Uninstalling KB3004394 fixes the issue.
