Video controls are small - How to resize?

I have this problem with my new Microsoft Surface Book with Performance Base.  The problem is more widespread than most people know.  For example, many of the controls for Microsoft Outlook are TOO SMALL.  There is no way to adjust the size of the controls.  You can adjust the size of the text but not the other items.  This scaling problem is present in many different programs including Microsoft Outlook, Microsoft Word, Microsoft Media Player, VLC media player and some games from the Microsoft Store.  The tab controls are TOO SMALL in Microsoft Word.  There is no way to increase the size of the tab controls or tab bar.  The magnifier is not a solution to this problem.  Adjusting the resolution and/or scaling does not solve the problem and causes other problems.  I could go on and on with examples.  I have read the entire thread and am very disappointed with the replies by Microsoft so far.  This problem is unacceptable to me.  I am considering getting rid of the computer and switching to a different brand and operating system.  Is there any way to fix this problem?  Is Microsoft planning on fixing this problem properly?

I have a computer hooked up to the tv in my living room i use for media ect. I recently bought a 4k tv to replace it and the new tv has this issue with the small buttons when i switch the hdmi to the old tv it works fine but if i plug it into the 4k tv it looks small so this so for me it is just the 4k tv that does this and the older tv or monitors look fine for me the regular 1920x1080 of the older tv i have is fine but the newer resolution the 4096x2160 and 3840x2160 for the 4k tv just is not supported by windows at all and has the issues with messing up the size of interfaces such as windows media player photoshop vlc player it even adds extra black bars to youtube videos ect hopefully they will fix this

My question would be why it worked fine with the same monitor/resolution before I did a fresh install of windows (which I might add I only had to do because their last update caused so many issues). If it worked before why should a fresh install of windows suddenly present this issue with the same computer and same programs that were previously not a problem?

I have faced this problem with other applications like Photoshop and 123Design. It started when I got my Surface Pro 4 with it's nice, very high resolution display. Apparently the really high dpi on "old" software wasn't anticipated so the few dots used to make the icon appear small on a high dpi screen don't scale and make the icon larger. I "fixed" the problem by googling "manifest" files. I didn't look into the details of the internals of manifest files but you rename it to your executable name and add the extension" ".manifest" and put it into the executable folder. I'm currently (just started) trying to see if there is a manifest file for the windows media player.

As vendors update their software they can adapt them to work with high resolution displays. It's really not a "Windows" issue but isn't Microsoft the owner of Media Player?

Its the end of 2017 and this issue is still persisting. I have a Dell Inspiron 15 7000 running windows 10. For an added level of stupid here, I was running everything fine until Microsofts last update. Their update slowed my computer so I did a reset on the computer. Same monitor and resolution as I had with no problems before a reset yet now the same issue as everyone else with controls that are too small to use. 

All drivers and windows have been updated.

Well it's the same answer I give everyone else, use the Feedback Hub app, or maybe start your own thread and reference this one as it's obviously a problem that's been going on for forever w/ no solution.
