Try this:
- Uninstall KB3045999
- It will ask you to restart windows, but DON'T RESTART
- Install KB3022345
- Restart Windows
- Install KB3045999
- Restart Windows

I get error 800F0922 when installing KB3022345 update.
I've tried it both automatically and manually, and always get the same error.

I've got the same today
Update available only today for me and failled on my both Windows 8.1 Pro environnement
This update work fine on Windows Server 2012 R2
See my comment on page 9 of this thread - the original update was flawed even if it installed OK, which is why it was withdrawn, and why I uninstalled it. The re-released version installed for me without any problem and the faults I noted with the original are no longer present.
To get the new version to install you will have to first uninstall the old (flawed) one.

By the way, the Diagnostic Tracking Service, which this update enables in W 8.1, is aklready functional in Windows 10 builds so you won't see it appearing there as an update.

RIGHT, when it starts install, make a restart - then it will take the problematic updates! DON'T wait to make a restart - then it will NOT work - do it emmidiatly. This is my experience.
But with this update, you have to be FAST to make the restart!
