Recently, when I click on a running program in the taskbar, it is anyones guess if it will come to the front. Google chrome behind Blizzard desktop launcher, neither clicking on the program in the taskbar nor clicking on the parts of the window visible to the side of the launcher bring it to the top. Malwarebytes window open, world of warcraft on top of it, click it and it won't come to the front for several clicks. Once it is on front, now clicking on wow wont bring wow to the front. GOM media player, 3 windows open, click torrent client, comes to the front on top of 2 out of three of the gom windows. Windows explorer windows open browsing files, bring chrome to the front on top of it, clicking explorer in the taskbar will not bring it to the front. It seems to be totally random. I ran malwarebytes and got rid of some adware, and for a minute it seemed like that had fixed it. An hour later and it is happening again. Spotify on top of file folder window, clicking explorer does not come to the front.
Any help?

I had same problem under windows 10 x64
Tried scf/scannow but no results, the below link solved the problem(although SCF showed corrupted files)
1. Go to start and type regedit.exe.
2. Navigate to the following location: HKEY_CURRENT_USER\Control Panel\Desktop.
3. Double click the 'ForegroundLockTimeout' key. Change the notation to decimal.
4. The default value should be 200000 millisecond in decimal, or 200 seconds. Click OK.
5. Restart your computer and check if the issue persists.
Open Outlook in safe mode and close it. Then, open Outlook normally. It works.
Opening Outlook in application safe and check:
Press the ‘Windows + R’ key on the keyboard.
In the Run open box type in ‘Outlook /safe’ and hit ok.
Note: There is a space between Outlook and /.

Before I found this thread, I started a separate thread. An MS Forum Moderator named Jeraldine Ase has been responding to me. Read here.
So far her suggestions are "start a new user profile" and "reinstall windows", two solutions that are a small step away from "I dunno... did you try restarting?"
Aside from the "try avoiding the problem!" advice (and ignoring bad grammar and incorrect punctuation), she has been semi responsive. But several times, she fails to answer my secondary questions, which are far more important to me:
What the heck is up with this bug?
Does Microsoft know / care about it?
How can a fundamental problem with our WINDOWS exist in the 2017 release of WINDOWS?? I mean... the OS is named after the thing I'm having problems with.
I guess I shouldn't blame Jeraldine, so instead I just have to blame the Windows team. Windows team: you owe me an explanation.
Can confirm that the issue goes away when I minimize my browser (Chrome). While Chrome is open, everything I click is stuck underneath. When I minimize chrome things pop up as normal.
As I said it has to do with the Real Player. Regardless of the computer or browser. But Real Player runs on browsers.
Microsoft is too busy counting their billions. They do not care about their customers. The minimum we expect from a computer is the explorer, browsers, drivers and running application without crashing. They are all have been faulty for a decade. For example I backed up my hard drive last month. Installed the new graphic card driver and it would not even start, not even in safe mode. After two days of installing and reinstalling, I manged to get it boot up with new installation. Then I tried to install the image backup. It said "you back up image is not compatible, please do another back up". That was the most stupid thing I have ever seen.
The do not even have the common sense to realize billions of people make their living from using PCs. They are no technical at all. Most can't even start their PC. They spend a long time learning where everything is, yet MS for some reason changes the behavior and moves things around making everyone to stop their work and relearn everything. They think computers are luxury and a toy for people. Using an analogy to make my point, in China the government suddenly decided with traffic lights Red should mean Go and Green Stop. And they changed it round over night. It cause many crashes and death. They panicked and put it back. This is what MS is doing without knowing.
