Unable to uninstall update KB2952664

@bjr27511 & anyone else with a similar problem: To avoid confusion & duplication of effort, please begin your own, new thread in the appropriate forum. State your current IE version (e.g., IE8; IE9; IE10; IE11) and full Windows version (e.g., Vista 32-bit SP1; Vista 64-bit SP2; Win7 32-bit; Win7 64-bit SP1; Win8 32-bit; Win8.1 64-bit; WinRT; WinRT 8.1; Surface Pro; Surface 2; Surface Pro 3; Win10 TP) in your first post. Thank you.

If you upgraded a (e.g., Win7) computer to Win8 (or Win8.1), please state that and your previous Windows version (e.g., Win7 SP1 64-bit) in your first post, too.  Ditto if you installed Win8.1 on or after 08 April 2014.

Thanks for the updates but  Apparently my problems are not related to KB2952664 as I thought.

1. I removed KB2952664 Uninstall
2. Immediate ran  Windows update TroubleShooter
3. Checking Updates I had already  HID all updates

4.  Checked Installed Updates and  KB2952664 was  uninstalled (GOOD)

5. Restart
6. checked again and KB2952664 is uninstalled (GOOD)
7. Checking Update OK
8. I RESTORED one update KB3068708
9. Applied this update  alone
10. Applied and Restarted

11.  On reboot I received configuring Windows 35% and then  Configuraiton failed

Reverting back...

So I thought KB2952664 wasw cause of all this and  I can't seem to get any updates to appy.

I realize this might be beyond the initial Uninstall KB2852664

I wrote a comand line script for Windows 7/8/8.1 to automate pretty much everything: http://pastebin.com/8z7VXeb6

You will need the PSWindowsUpdate powershell module from https://gallery.technet.microsoft.com/scriptcenter/2d191bcd-3308-4edd-9de2-88dff796b0bc in a subdirectory called "PSWindowsUpdate" below where the script lives. I recommend C:\Temp. Just unzip and go.

The script will uninstall as well as hide the four critical updates in Windows Update, namely KB3035583 KB2952664 KB2976978 KB3021917.

Extra tip: In my case, KB2952664 just wouldn't disappear on uninstall and after reboot. In these cases, manually do this in an elevated prompt:

Figure out the package names:

dism /online /get-packages | findstr KB2952664

Copy the shown package names into notepad and then remove one by one:

dism /online /remove-package /PackageName:Package_for_KB2952664~31bf3856ad364e35~amd64~~6.1.1.3

This is a new and imho really unfunny asshat policy of Microsoft, to push such updates out as "important" but

with zero information in the KB articles what they really do.

...I uninstall from Windows Update and immediately the KB2952664 is back in the installed list

Did you hide the update and then reset Windows Update & reboot before Automatic Updates could install it again?

Is KB3035583 and/or KB2990214 listed in Installed Updates?

Note: If KB2952664, KB3035583 & KB2990214 are not installed, you computer will NOT be offered the free upgrade to Win10.

After hiding the update, you'll need to IMMEDIATELY run the automatic Windows Update troubleshooterfrom start to finish in order for Windows Update to stop offering KB2952664.

Note: Without KB2952664 installed, you computer will NOT be offered the free upgrade to Win10 between 29 July 2015 and 28 July 2016.
