2- you don' suggest that I can use medical spirit(ethanol) instead of  Isopropyl alcohol?(it is available in my country, it is a white-colored material. It is a domestic product. But I don't know how the percentage of alcohol it contains since there is no mention in its ingredients.

3- Instead of coffee filter or a white colored clean cloth, I think you need me to use  a piece of copper I may have or can get from a scrap yard? If so, why would you need me to  let a piece of copper heat up in the sun for a couple of days?

4- Please note, the rubber pads on the images of those heatsinks sold for, $26, $30, and so on, are not clear, so I think they don't have rubber pads.  However, the rubber pad on the image of the one sold for $18 looks clearly. However, if I buy the one including the rubber pad, then it might be not better than others since its price is the cheapest.

1- IF Coffee filter, Thermal Material Remover, and Thermal Surface Purifier)  Only used for removing and preparing the surface of the CPU and Heat sink, there are no other uses for Item 1, 3 and 4., then this would be not well- spent money since I only would use these items one time. Also, the same for Isopropyl alcohol.

Since I build many computers for my use, it is well-spent money for me.

If ou want to keep the cost down the just buy the Isopropyl alcohol and use a white colored clean cloth and apply a small / few drops of alcohol, then wipe the surfaces to remove the old thermal compound, discard the small piece of cloth and then use another piece of the cloth again with a few drops of alcohol and wipe the surfaces again. Repeat this process until the white cloth shows no signs of discoloration from any remaining thermal material.

Do you suggest any other items, even if they are traditional(not ad-hoc material) , can be available anywhere instead of those items.?

Only can suggest you try applying a small amount of thermal paste to a piece of copper you may have or can get from a scrap yard (let it heat up in the sun for a couple of days) and try using any liquid you think of that may when using the white cloth "Totally" remove the thermal compound.

Also, my rubber pad can no longer be used since if it removed from my old heatsink, then it will not never be stuck on the new one heatsink since its adhesive will be lost. 

In that case buy the one that includes the rubber pad.

Zoom in on the photos from both suppliers

(Copy and paste both to a folder) and open / view each photo using Microsoft's Paint.exe and you can see it's a rubber pad.

However, pad is still not clear.

Then if it does not come with the rubber pad, reuse your rubber pad!

Could you please confirm my points below:

1- you used Isopropyl alcohol (#2), and Items number 3 and 4  only to remove the old thermal, do  you think this is redundant, and a was a waste of money.

No as item 3 and 4 are very costly, so I remove as much of the old thermal paste as possible. Then I use items 3 and 4 to remove what may be nearly invisible to my or your eyes the very thin film that may still be on the surface.

2- Coffee filter can only be used to do this action or it has other benefits/uses., if have other uses could you give me a link of a good kind of Coffee filter at amazon.com or eBay.com

3- Items number 3 and 4 and Isopropyl alcohol, all could only use to remove the old thermal compounds, or I can use them to clean the notebook screens. If no, then I would not always remove thermal compound(only one time I would do, so what I would do for the remains).

Do not use items 2, 3, or 4 to clean the screen, may damage the surface !
