Here is a couple of things to eliminate:
"Most likely the devices are appearing as a part of the computer or the parallel card in Devices and Printers. Right click the computer or parallel card, if you have a Printer Properties menu item, that's the printer you are looking for. If you have Ultimate or Pro use printmanagement.msc anytime you need to change something with local printers."

Hi everybody,
I had this very same problem on my win10 system. The printer was installed and could print to it but it wouldn't show up in Device and Printers. The problem isn't with the print spooler but the solution is in services. The "Device Management Enrollment Services" was disabled. Once I enabled that service, set to manual, and started the service, the printer(s) appeared in Device and Printer. None of the "Device" services should should be disabled.
Hope this helps somebody.
