How to disable top bar for closing apps in windows 8.1 update 1?

I did not say ignore it... I said some people ignore it.

I will be forthright enough to say bashing or condemning an OS carte blanche due to this bar seems like overkill.

I will, also, repeat, if one leaves the cursor on the APP for a moment the bar moves away. 

No help to those who hate this bar in 8.1 but, in 10 MS has listened & the bar is fixed stationary so does n't cover the APP, @ all.

I am not missing that you want it's fundamental existance, @ least in 8.1, to be optional. 

I do accept your theory that because MS added this due to the feedback they were getting but, did not make it optional that it makes the company arrogant & masochistic.   What is baffling is if you have known this of MS for more than 10 years & yet, are here discussing current Microsoft Operating Systems, now.  @ a glance it's hard to make it jibe.

Nor does ignoring equate to working w/ what is.  Personally, I am sorry you find this bar MS gave ppl has made the OS horrible... or, @ least the lack of ability to disable or hide it... rather than letting it hide itself.

Despite repeated feedback that the bar is annoying from mouse users, you persist with your indefensible stance. You keep saying "users have spoken" as if they are one voice. You've clearly compromised one set for another. What people here are asking is a "configurable" option which is an acceptable way to accommodate those who want it and those who don't want it. Products are being made with hybrid mode where people use both Touch mode and Mouse mode. An intelligent product would be able to detect the usage mode and behave accordingly.

I am a Software Product manager by profession and handle conflicting customer requirements on a daily basis. If I replied like you did to my users, I would be summoned to my manager's office to explain myself.

That's that point! We can't ignore it. This intentionally annoying title bar pops up when we don't want it to, and there's no way to disable it. It also very conveniently pops up most often when running the Chrome app, which just so happens to be the primary app of Microsoft's major competitor. Nonetheless, there's a very simple way to get rid of the title bar should Microsoft continue to deny its users the choice of how to configure their own computer: get rid of Windows altogether and switch to OSX, Chrome OS, etc. It's in some ways very sad and in other ways very gratifying to see the arrogant Microsoft Corporation self destructing and slipping into the obscurity it has deserved for a decade or so.

I accept how it is for you w/ this in 8.1.  FWIW, in Windows 10 the bar is in a 'fixed' (stationary) position above an APP window... above it but, not, on top of it.  Ergo, no more interference.

I agree, using Citrix and having the top bar close citrix causes endless work issues when connecting.  When I sign back on, because I haven't exited properly, my screen is distorted (miniature).  This is an issue as I then cannot access the correct log off "process" without just pure luck.

Yes please make this an option, the bar pops down over the program exit screen so fast....or maybe even move the "X" to the center of the bar versus the right corner!

I support a configuration option update.
