Cannot defrag my computer since installing Windows 8.1?

Norton 360 says I need to optimize my C drive.

When I try  - It does not complete the process.

Remains 12% fragmented.

Any suggestions on how to fix this.

Worked fine initially when Windows 8.1 and Norton 360 was installed.

Has been a problem for about a week.

    To defragment a particular drive, say C:, type:

    Microsoft needs to do a better job explaining what is an acceptable defrag . . . without the techno/CMA babble.

    You're correct, timlturnrt, O&O defrag does leave some percentage not defragged.  All MS/Third party defrag utilities I've used since Windows 3.1 leave some sectors/clusters not consolidated . . . for valid reasons.

    Maybe there are better third party defrag programs available.  Until Windows 8.1 . . . Windows 8 defrag reported expected results . . . and I was okay with Microsoft's service to Windows customers.

    Hopefully, the anticipated major update to Windows 8.1 will fix this problem.

    BUT . . . months ago I gave up waiting for a Microsoft solution.  Purchased O&O defrag.

    I downloaded O&O Defrag and tried that too, still shows a percentage not defragged, Windows still reports 11% defragged.  Will have to just wait for MS I guess.

    I tried 3rd party apps, didn't work for me either.  Also tried a suggested fix:

    fsutil usn deletejournal /D C:

    fsutil usn createjournal m=1000 a=100 C:

    Didn't work either.
