We have issued a fix to address most of the “mouse lag” issues associated with gaming in Windows 8.1, which vary based on the game, input methods used, etc. More details on the issue and available resolutions are available via KB 2908279, and affected customers can go to the Microsoft Download Center to install the update

2013-10-22T14:11:47+00:00 I too can confirm this behavior in Windows 8.1, I'm using a CM Storm Reaper at 1000Hz and a Corsair Vengeance M65 at 1000Hz.
So far my experience with Windows 8.1 is horrible, it seems like Microsoft has gone and completely ignored gamers or generally users who use a mouse instead of touch.
Microsoft is in a decline in quality, I honestly don't expect Microsoft to give a **** about this issue and most likely they will ignore it or make you update to Windows 8.2 for a sum of money to get it fixed, it's M$ after all.
I've defended Windows 8, however I can not defend this, it is completely unacceptable.

2013-10-22T03:09:20+00:00 No, Vsync isn't turned on in my Tomb Raider. Every setting at Ultra except for hair quality, it usually runs close to 60 fps.
The mouse utility showed that the mouse output was 2 pixels at around 500 Hz, but for some reason, most of the mouse input to the game gets mapped to 0 pixels. That is to say, only around 5% of the mouse movement gets through to the map, and thus it's incredibly hard to move the pointer. When I don't have the map open, the mouse movements don't get remapped so everything else in the game is fine. Prior to the update to Windows 8.1, everything seemed to work fine, including the map.
I had been playing this game fine for months . Luckily I was extremely close to finishing so now after 2 days I got to 100% even with a very difficult to use map. If I wasn't that close to finishing I would definitely not play with that happening.
