We have issued a fix to address most of the “mouse lag” issues associated with gaming in Windows 8.1, which vary based on the game, input methods used, etc. More details on the issue and available resolutions are available via KB 2908279, and affected customers can go to the Microsoft Download Center to install the update

2013-10-24T15:40:15+00:00 I have similar problem, however the mouse behavior isn't at worst while ingame, but outside.
I have 2 screen setup, and if i have game running on one screen, for example Rift. And then I click away into 2nd screen mouse becomes extremely laggy and floaty and practically unusable.

2013-10-24T13:52:08+00:00 I doubt it. I guess this is the type of support you get when you buy a product. There must be some external fee for getting any help.

2013-10-24T13:38:28+00:00 As for doing a clean install, no thanks. WIthout a single person claiming that a clean install actually corrected this problem, I hardly think that a re-install of the OS is an adequate solution.
Actually I read a post online where someone said that they did a clean reinstall of the game. Apparently that fixed the problem. Easier to reinstall a game than the OS, IMO.
This will NOT fix the Problem.
It's really an OS problem that is NOT fixable by reinstalling OS or Game or Drivers or other things.
Not necessarily true. Reinstalling the game might change settings that make the game work-able. For example, when I turn on V-Sync, it stops the problem for Tomb Raider. V-Sync sucks so I really hope MS can fix this problem soon!
Even if re-installing a game would fix it for that game, that doesn't change the fact that the problem is for pretty much all games that do not use raw input or direct input (however some people don't have this problem)
Edit: What I mean is that we shouldn't need to rely on workarounds, there should be a fix.
And to add some more information to the topic, I did a clean install of Windows 8 and the first thing I did was update it, then install Windows 8.1 and then update that, then I installed the Nvidia drivers and installed steam and then installed Counter-Strike: Global Offensive, issue is still present when Raw input is off.
At the time the only software I installed myself was network drivers, GPU drivers, steam and the game, clean enough?
