One other thing I noticed on another board, and I checked on my computer, is that if you use the "Start" menu to shut down the startup is significantly longer than when you use the "charm". In my case, startup goes from about 13 seconds to about a minute and a half. Am using W8.1.
I definitely believe you are onto something. I verified on my 2 desktops your findings. If I use the Shutdown from the Windows 8.1 Desktop Start button, my boot from Windows logo to logon screen is around 30 seconds, however if I use the Charms Shutdown my boot from Windows logo to logon screen is now back to Win 8.0 time of around 4 seconds. Thanks for the info. I will pass this along to Microsoft on my open support ticket with them. :-)
