I'm a "ME TOO"....are we all using a Logitech M185 mouse or similar? (...system32/LogiLDA.....)
I just updated my Surface Pro to 8.1.....I think I'll remove the Logitech mouse antenna(?) from the usb port and restart and see if I get the same message.

I'll just upgraded my Windows 8 to Windows 8.1.
Now I'll recive the LogiDLA message at startup/logon.
My fix.
Launch the Taskmanager.
Under TAB Startup search for LogiLDA
Right mouse button an disable.
Message popup resolved.
Stop here if you dont know the Windows registry.
But if you know go to the next step.
Open the commandprompt and type Regedit
Go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
Find the entry Logitech Download Assistant
Select it, right mouse button and Remove.
