... solution to fix the issue is for me to purchase Windows 8.1 and do an in place install. Are you kidding me? I paid for Windows and MS pushed the upgrade to me, now I have to pay for it?? That's exactly my beef, and more or less exactly what the MS tech told me too; though he dropped a big hint that I could use any valid 8.1 Pro retail key from another machine to download the ISO; not clear if you would actually need to enter the key again to do the non-destructive restore. Either way, the three 8.0 machines I have bought have all had an 8.0 OEM licence and then the in-place 8.1 upgrade from the Store . Microsoft: can't you demonstrate your commitment to us by making a suitable online image accessible to the dism commands (or Restore option or whatever has the required uber-security privileges) which could: validate a suitable on-board 8.0 OEM product key (such as supplied with my Surface Pro from MS) understand that we have a legitimate right to fix our in-place upgraded-to-8.1 installations, and repair the elements which by now we assume were corrupted or otherwise left in a non-future compatible state by the in-place upgrade from the Store . It might be hard technically, but then so is being left in this state; it certainly doesn't sound hard commercially to help your strongest supporters feel good about being on Windows again! Code 80246007. 0x80246007 WU_E_DM_NOTDOWNLOADED The update has not been downloaded. Looks like you are going to have to find some more details about your symptom.

That doesn't work because I only have a Windows 8 product key. I downloaded Windows 8.1 from the Windows Store. So when I try to install the Windows 8.1 it asks for a Windows 8.1 product key.
