This happened to me trying to install update 1703 for x64 based system KB4038788, error 0x80240009.  Sat for several long days with MS "tech support" to no avail.  Finally, they suggested a clean install.  The answer is no!  I'm beginning to believe the problem lies with the cumulative update itself since it appears that so many are having pretty much the same problem.  By the time MS "tech support" finished, many of my icons had been disabled, I got a 10 minute black screen at log in, and it now takes forever to fully boot up.  These technicians not only did not solve the problem, but created more!

Installation Failure: Windows failed to install the following update with error 0x80070091:

    Security update for Windows Kb4038788

I have tried the following to fix the issue :

       1.  Wiundows 10 Update troubleshooter

       2.  SFC /scannow

       3.  Repair or reinstalled windows store component thru

            DISM cmds.

       4.  Renamed or delete the Windows Upadte Cache (SoftwareDistribution Folder).

       5. Even tried chkdsk /f /x cmds...

       6.  Lastly tried to download kb4038788 x64 cumulative update from MS Update Catalog,

            it failed also...

All of these still it won't install, probably it wants to do a full clean install...

I'm running windows 10 home edition with the creator's update.
