This error may appear anytime a Windows Update fails. To investigate possible solutions, we need to start with the specific error code.

We can do this by viewing your update history.

  1. Swipe in from the right edge of the screen (or, if you're using a mouse, pointing to the lower-right corner of the screen and moving the mouse pointer up), and tap or click Settings.
  2. Tap or click Change PC settings, and then Update and recovery.
  3. Tap or click View your update history.

View failed update error code.

    I have had this error message appear 4 times now. I download the updates. I see my computer work to install the updates...1% 2% and then when it reached 99%, the message appears. "Couldn't complete updates. Undoing Changes." There is no error code. Microsoft--please fix this ASAP!!

    I just checked my update history and everything is now installed and updated! And my computer no longer takes 30 minutes to reboot!  I don't know what happened, but THANK YOU!!!!!

    @Steve Rogalinski , any idea what might have changed?

    Means file not found.  Which file?  Who knows?  That's why I would use ProcMon to find out what all is going on when this happens.

    If you would like to start you own thread I am willing to help you try to diagnose it.

    I'm typing this at beginning of June so I don't know if the problem has been answered.  The error code I found for the Windows Update Installation failure to complete was 80070002 for which I have found very little support to fix.  To date, I have still not been able to install the 8.1 update without the files being rolled back due to "unable to complete."

                80246013 error code to update windows

    All I know is it is in the Download Manager error category.  The list is obviously out of date.

    Do a find (e.g. in IE press F3 or Ctrl-f) in here for  802460

    Otherwise, there would undoubtedly be some context where that message is issued in whatever logs it is found in, e.g. WindowsUpdate.log and perhaps CBS.log.  As always I would be running ProcMon to try to help find all the diagnostics being generated and to help read between the lines to understand what is happening.
