The code 0x80070652 mean that the install already is running.
8.1 install error 0xC1900101-0x40019 and 0x80070652
I tried to install 8.1, and after downloading and appearing to install, my PC hang for about 2 hours. I reboooted and recieved a message that 8.1 could not be installed, and reverting to 8.0. Error message 0xC1900101-0x40019
This morning I again tried to install from the Store, and immediately got a message This app was not installed. Error message 0x80070652
Any idea as to how to install 8.1?

My solution is:
1/ you need more free space on drive c: ( I was 28GB free and i cleaned to 45GB free space (I have 128GB SSD))
2/ eset smart security - change presonal firewall - interactiv mode to automatic mode
after that I install win 8.1 without problems

2013-10-19T07:20:04+00:00 This specific error is caused by crippled graphics drivers that manufacturers like asus use to prevent you from using the official amd or nvidia ones with disastrous consequences in windows 8.1. So install your laptop manufacturer's outdated official drivers and try again.
Once you install 8.1 you'll probably be faced with horrible malfunctioning drivers. Flash won't work for me in windows 8.1 due to this crippled driver problem.
