After much research I discovered the problem is not resetting the clock before any downloads or updates. This is the fix that has worked for me up to now. I went to updates and reset in the control panel and reset my computer without saving any setting.
After that is complete it will ask the do you prefer English and time zone questions. Answer all this as normal until you get through them all.
Before doing anything else. You should be at the desktop. Go to the clock setting and click on automatic update and reboot your computer. When booted back up check the time and date and time zone again. You may have to force it to the correct time zone.

Next step go to control panel and check for Windows updates and let that run everything before you download anything.
What happening is the time zone stamp on the licenses is incorrect and spits out an error.
After letting windows update robot and when you go to the windows store it will check lines and allow you to download them.
It's really kind of stupid because the windows store already says you own them. Why not check the licenses and if they are cirrupt, replace them with a new copy.
