Change PC Settings link is broken after update to windows 8.1

After updating to windows 8.1 Change PC Settings link is broken. After clicking on it nothing is opening and landing into Start screen.

I tried from Administrator account with no luck.

I am unable to change the settings.

Please help me how to restore Change PC Settings.

Struggled with Store, Settings, Skydrive etc not working.

Got the Store working and some other apps too using dowloaded troubleshooters from Microsoft, but PC Settings was a no go as well as Skydrive and Photos.

I made a new user using admin tools in control panel and PC Settings was working for this user so I knew it could work and after much more digging around I found this thread here:

It had all of the steps I used to get the Store working again and those that had failed on the pc settings, and then this:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml

Right click the start button and open a command prompt and then paste the above and hit enter.

PC settings working without even needing to reboot, hope this helps someone, paste it forward into other threads you all have no doubt looked at w/o finding this solution.

    Thank you. This setting- Shift key( keep holding)  + Restart worked perfectly for me and I restored my computer back to its default Windows 8 setting.

    Thanks, so far I've gotten Store, PC settings, Skydrive and photos apps working. The one I really need to get working is e-mail and people, Is there any command for that yet?

    I got these working once I got the store to work.  What I did was from the start screen click store and once in store right click an empty spot which brings down a menu where I clicked "Your apps" and once in there I looked through all the apps I supposedly had.  I found people and email there as "not installed" so I installed them and they now work.  I did this for all the ones listed as "not installed" that I wanted.  The only ones for me that were not there was skydrive and photos..   But now thanks to Josh McGraw's post are working..

    That should do skydrive and photos.

    Yes!!  And again you have come through where others have not... Awesome!!!  These need to be sticky'd some place where everyone can find them...   Thanks again!!  Now I believe I'm fully functional..
