Help! Just updated to Windows 8.1 through the windows store. Now it will no longer open.

Memeo is uninstalled for the Moment.
I got Updates for VCR120 via Windows Updates and about 40 APP-Updates in multiple steps (see System-LOG, Event 17).
So, unfortunatelly resetting store-Proxy in an elevated CMD:
netsh
winhttp
import Proxy source=ie
restart pc
was not the solution.
Meanwhile I got Event-ID 5973 from Source Apps in Application-LOG.
Finally, after working overtime, in the very Moment it seems, this fixed it for me:

a) Setting Registry-Permissions to HKEY_CLASSES_ROOT\Drivers as described in the article.
b) Setting File System Rights to C:\Program Files which is C:\Programme (X86) AND ADDITIONALLY D:\Programme (X86) cause I got Windows on SSD (C:) with an additional Program-Folder on HDD (D:)!
Store can be opened now.
Short startmenu (Win+X) is working.
Addendum Nov. 08, 2014:
-Update MS Windows .net Framework!
This is not always included in Automatic Updates and has to be downloaded manually from Microsoft. In the Moment: Version 4.5.2

unfortunatelly this didn´t help me (german win-Version, source: TechNet).
Tried to fix it with this command within CMD, CMD with Administrator rights (started with runas /user:... from within a formerly startet CMD cause there is no other way at the moment), tried it within powershell.
Win8.1 is installed on a pc.
Right-Click on windows-logo opens the short startmenu, right-click on any Icon and trying to start with "Als Administrator ausführen" does not work (either Menu Closes at once or remains open without any reaction).
Can´t open CMD as admin with right-click. Can´t open Store, WSreset shows "MS-windows-store:PurgeCaches Die App wurde nicht gestartet".
Tried to set User Account-control but no solution.
Trying to restart some Services, no help.
Activating "Als Administrator ausführen" within a shortcut to cmd starts UAC after clicking that icon. CMD starts with Administrator-rights.

this has already happened to my win8.0, so i already installed win8.1 brand new on a new harddiskdrive.
win 8.1 was working about 2 weeks, same error now.
