Windows 8.1 will not download from the Store

When I attempt to download Windows 8.1 PRO from the store I get the below message:

Store

You need to use an account with Administrator privileges to install Windows 8.1 try logging in with the user account of an administrator of this PC and trying the upgrade again.

I am logged into an administrator account.  The account is in the administrators group and I can do other administrator functions with this account.  My system has 2 administrator accounts and neither one will work.  Is there a security policy I need to change to allow the upgrade?

Same issue: 

Brand new Windows 8 workstation - with 100% of the updates installed and rebooted.

spent hours enabling the local admin account, creating other profiles.. running windows updates.

finally it shows up in the store - but I can't seem to download it.

The store shows up with the 8.1 upgrade - but displays the error that you have to be an administrator to install.

I uninstalled the KBKB2871389  then I downloaded it manually and  manually installed it.

After rebooting  I was able to get the 8.1 to download and install it.

Very frustrated.

    I just change for a local account and it download.

    Worked for me too, uninstalled KB, rebooted, downloaded and installed KB, rebooted, went to store and the download started no problem.

    Hello. I know that it I 2014 but if anyone is still having this problem you can do something very simple. I had the same problem and all you have to do is change it over to your local account.

    You can do this by taking the following steps:

    1. Go to the settings bar and click Settings.
    2. Then go to Change PC Settings that is located at the bottom of the bar.
    3. Then click Users.
    4. Then click Switch to Local User.
    5. This will then prompt you to create a local user, which is yourself, which will give you the privileges you need to download Windows 8.1 with no addition problems.

    If this continues to say you need permission, then I suggest you look at your account settings in the control panel and make sure that you are the only person on the account.

    This worked for me

    I switch to a local account and then switched back by signing to my Microsoft account and Windows started the download from the Store.

    It was really simple yet - It should not happen since I always sign in my computer with my Microsoft account and passport.

    The problem I was seeing was that windows 8.1 upgrade was visible in the store but when I tried to install it would give me an error saying that I needed to be log in a administrative account.

    Problem solve ! (for me anyways).

    p.s. Microsoft should hire more software engineer and manager from Google  to builf a better quality product :-)

    Performing a Clean Boot and Running WSReset.exe Worked for me...

    Here's how:

    Method 1: Perform Clean Boot (MSCONFIG)

    Method 2: Run WSReset.exe

    • Go to the Start Screen or the Windows Modern UI screen
    • Type in WSReset.exe

    • Click on Run as administrator

    Windows Store will open and you’ll get a confirmation message saying that: The cache for the Store was cleared. You can now browse the Store for apps.

    It will the take you back to Windows Store. Now try to install or update the apps or download fresh apps and see if it’s working like it should.
