Windows Defender in Windows 8.1 Will Not Turn On

I recently updated Windows 8 to Windows 8.1.  Windows Defender had been on in Windows 8 and even after the update to 8.1.  I turned it off momentarily but have been unable to turn it back on.  To my knowledge, I have no other anti-virus programs running.  How can I turn it back on?

    What do you mean by win32/ieEnablerCby, Besservice? Should one Google it? I gave up trying to make the Windows Defender to work, the document is empty so now I paid for Avast. So many people seem to have problems with the Defender that Microsoft should have already come with a site with instructions. Mine appears with as a blank document and when I try to open it a message says that they can't find it.

    I can not turn on my windows defender either. I don't really know what I am doing to begin with so I am double messed up!

    Hi Rajesh, I followed your instructions  for turning on Windows Defender. Error 577 is showing for WdNisSvc and for WinDefend. In recovery option I am seeing INVALID_HANDLE. I am pretty sure that I have malware on this PC.
