"Couldn't update to Windows 8.1 - 0xC1900101 - 0x40017"

Here is what I did to fix my issue 

First back up your data as always 

do a full restore 

after the restoring is finished install ALL the windows update make sure you check the control panel as well as the metro control panel for your updates. 

Also use whatever program that comes with your computer to update your system drivers( toshiba uses service station)  

Also disconnect all your peripherals except the mouse and keyboard

Then download the upgrade from the windows store and it should install.

After many days, many hours, and many Techs to "help" me....and still getting that dreaded error

code.  I did what was said here - I uninstalled Avast Premieum 2014 and it downloaded smoothly.

Just like it should have.  Why did't  any of the Techs from Microsoft - who remotely took over

my computer - tell me to do that?  Nobody did and I finally read it here.

Right now it has been running "checking updates" and I'm getting another error 8024A008, ran the

Windows Update Troubleshooter and it made some changes and says it's all "fixed".  Running

"checking updates" again.  YEAH, it worked and now downloading a mega amount of updates.

As other users are finding, if you use Avast Internet Security 2014 on your PC, then uninstall it via "Control Panel/Programs/Uninstall a program", reboot and then run the Windows 8.1 update from Windows Store as this was successful for my friend's Acer laptop.  Curiously, Acer recommend that you uninstall the Intel HD 4000 Graphics driver and then reply "No" or "Later" when asked if you would like to reboot at that point prior to running the Windows 8.1 update which I also did but doing that without uninstalling the Avast software still caused a 0x40017 failure, hence I then did both actions to succeed although clearly the Avast software is the major issue here.  Be sure to reinstall the Avast software immediately, once the Windows 8.1 update is in place and then run Windows Updates a couple of times as there will be more now available.

I really appologize for the delay in responding to this thread. This issue is caused by a driver bug check during second boot while installing Windows 8.1. I request you to check if all the updates are installed on the computer via Windows Update before you start with the Windows 8.1 installation. It would be great if you can provide more information regarding this issue:

1)       What is the make and model of the computer?

2)       Do you have any external devices (except the mouse and the keyboard) connected to the computer?

3)       Are you using any third party security program installed on the computer?

You may try the following methods and check if that helps.

Method 1: Disconnect all the unnecessary external devices connected to the computer (except the mouse and the keyboard)

Please disconnect all the unnecessary external devices connected to the computer (except the mouse and the keyboard) and then check if you still face this issue while installing Windows 8.1. This is to check if the issue is caused by any external devices connected to the computer.

You may also try installing all the driver updates for all the devices installed on the computer and check if that resolves the issue. You may try the next methods and let’s know the result.

Method 2: Update the Device Drivers on the Computer.

Step 1: Check the Windows updates for any latest driver updates.

Check in Windows updates if any driver updates are available. If so, install the same and check if it helps.

a)       Press “Windows Logo” + “W” keys from the keyboard.

b)       Type “Updates” in the search bar and click on “Install optional updates” from the left pane.

c)       From the “Windows Update” window, click on “Check for Updates” on the top left corner, to receive a fresh list of updates and then install all the updates listed there.

If no driver updates are available via Windows Update, then you may install them for all the devices on the computer from the Computer Manufacturer’s website.

Step 2: Update Driver Software from the Manufacturer’s website:

Go to the computer manufacturer’s website and search for the latest Windows 8 drivers available for all the devices on the computer and then install them by following the instructions given in the website.

I've got same error for monyhs when I tried to install Windos 8.1.

Today I did all drivers updated and run all windows updates avaiable.

Same error occurs when i've tried to run full instalation.

My ASUS F3JP running very well with Windows8, why Micrsoft dont solve all bad issues connected with  0x1900101 - 30017 error ?

Please help me

I also uninstalled Avast Antivirius and the installation went through with no issue. I would suggest uninstalling any antivirus software and then trying install Windows 8.1. I succeeded after 4 tries of various suggestions on this help forum and this was the only one that worked.
