Windows 8.1 Network Connection Error: One or more network protocols missing on this computer

Friend's computer running Windows 8.1 is unable to connect to awired or wireless network giving the following error: Problems found: One or more network protocols are missing on this computer. Windows Network Diagnostics is unable to repair the problem. 

This problem appeared after Webroot SecureAnywhere Complete was installed and run. It detected several problems (virus, trojan, malware) and it removed the infections. My friend did reboot the computer and since then it became unable to connect. 

Has anyone had this kind of problem happen to them, and what if anything, other than restoring from scratch, can be done to regain connectivity.

Intel Core i7-3537U@2.00Ghz 

8 GiG RAM

64 Bits Windows 8.1

Update: After toying with the TCP-IP protocols, system is now showing an active wireless connection with full strength, yet when a browser its open it brings up an empty page with "This page can't be displayed"

Pinging to yahoo server returns positive with all ping successfully completed.

Using Internet Explorer "Fix connection problems" returns that no problem was found.

Network Connections shows an active Wi-fi state, and with status details showing IPv4 with Internet Connection, not so for IPV6. Media state as Enabled. Speed 144.0 Mbps, and under Activity: Sent bytes: 1,827, Received bytes 2,513.  Diagnose option returns no found issues.

Could this be a possible Virus or System Compromised by malware or trojan?  Webroot Active and no infections has been detected since original setup and clearing of active infections.

thank you, I have sorted it out. it was the internet security I had just installed, it was blocking the internet

    Network troubleshooter is broken, that error message must be last in a list, because its always showing up. We took traces and found the Remote Assistance file had a net-local ipv6 address, and the real error was that the network was inaccessible.

    You know ... I get that - since I have a Business Account with Comcast, you can bet I keep my eyes on that. Over Christmas, I had the fight with them because my speeds were 5 down and 1 up - yes that's in megabits. Pathetic for someone paying nearly $300 / month for 100 down / 20 up!! 

    Now, I'm willing to BET, you didn't read my posts and here's why:  

    I can PING my machines.

    I can do NO other networking of ANY sort on my LOCAL network.

    I can't RDC into my servers or other workstations.

    I can't print on my network printers.

       ... BUT ...

    My Windows 7 machines WORK!

    My Windows Server 2003 R2 machines WORK!

    My Windows Server 2008 R2 machines WORK!

    My Windows Server 2012 R2 machines WORK!

        ... and ... wait for it ...

    My Windows 8 machines DO NOT WORK!

    My Windows 8.1 machines DO NOT WORK!

    My Windows 10 machines DO NOT WORK!

    And they don't work because I get the now DREADED

    "Missing protocols on this computer." problem ....

    When I had encountered, I also was puzzled why only my laptop couln't connect to the internet. I truly searched an hour.

    PS4 internet of a roommate worked.

    Surface Pro of my girlfriend worked.

    My OnePlus2, running Android Cyanogenmod, worked.

    And yes, I could ping all over the LAN, but I could not interact, nor acces internet. Windows displayed the same error message and symptoms as you. However I could accces internet the same morning at work and other locations.

    It solved when my GF decided to pull the plug and magic happened, I had internet connection after a minute. It was the router (not my ISP) throtling the connection. I guess her roommate's router is just getting too old.

    And woah that's a huge bill. Here we pay €42 (=$45) for 100down, 10up at an unlimited volume.

    My new solution for you: Try connection to another internet source. Back then I made a hotspot on my phone to connect my laptop to the internet to search for answers. This also puzzled me why I could access internet with my phone WiFi and not through my regular internet source. Then I realized it was not a Windows fault.

    Try going to Control Panel / network & Sharing / Adv. network & Sharing and check your settings.  That seems to be your problem.  Also check your firewall settings.
