If you do not see the Windows 8.1 update in the Windows Store, here are some of the reasons. You can find more details here on why you may not be seeing the Windows 8.1 update.
a. If you’re running Windows 8.1 Preview, here’s how to update to the final version.
b. If you’re running Windows Enterprise Edition or Volume License version of Windows Pro. You must speak to your system administer to learn how to update.
If you are not sure, the following steps will help you identify if you have a Volume License version of Windows:
If it says something that resembles Volume, you won’t be able to get it through the store and will need to talk to your system administrator about their plans for rolling out this update based on the Volume License agreement through the
Volume Licensing Service Center (VLSC). If you are the system administrator or the person responsible for your company’s computers, you should refer to this article for information on how to upgrade.
c. If you’re using a Multiple Activation Product Key through a Commercial or MSDN contact. To install the update, you need to use media obtained through those programs.

To refresh the catalog, try pressing the Windows and R key together to open the run box, type WSReset.exe and hit Enter. Reboot and check the Windows Store again.

None of the fixes work
what if i have an OEM-DM channel. I do not see retail or volume channel. Mine does show the last 4 of the product key, however the update is not available in the store. I also downloaded the update assistant which said my system is compatible and the to download in the store, but its not there.
The updating not appearing in the Store has been seen frequently on the Dell Community Forums so I wrote a solution here which has worked for most the users:

Have you called Microsoft Support? They are competent, helpful, and quick to respond.
I did not find a single application, and I have literally hundreds on my PC many of which are open-source freeware and others more traditional like Adobe CS, and some that even date back to the XP era, that worked under Windows 7 that did not work under both 8 and 8.1. I did, however, have to reinstall many of my device drivers, most prominently my HP AIO printer drivers.
There are fewer bugs in Windows 8.1 than in any O/S I have ever used, including high-availability Unix. It has been 100% rock-solid stable for me and believe me when I say that I put it through its paces every day, rode hard and put away wet.
But delivery of 8.1 had significant hitches for me and many others, but even the most intractable among them are solved by a call to Microsoft User Support, and they do not charge for the service.
They should've served an installation disk image file via FTP.
